The United Nations Human Settlements Programme (UN-Habitat) promotes sustainable urban development and adequate housing for all. Its Regional Office for Latin America and the Caribbean (ROLAC) in Rio de Janeiro supports governments and partners in implementing global urban agendas. This role supports a project strengthening urban resilience in Rio de Janeiro State through civil society engagement.
Job Purpose
This consultancy aims to support the implementation of the 'Inclusive and Sustainable Rio' project, specifically focusing on the revision of the Rio de Janeiro State Solid Waste Plan (PERS-RJ). The consultant will be responsible for structuring, operationalizing, and systematizing participatory processes to ensure effective stakeholder engagement and the integration of contributions into the plan's development. The role contributes to strengthening urban resilience and promoting inclusion within the state's climate agenda by facilitating dialogue and collaboration among diverse stakeholders, including government agencies, civil society, and the private sector.
Responsibilities
The consultant will plan and provide technical support for participatory activities, including workshops, public consultations, and hearings, related to the PERS-RJ review. This involves developing and proposing facilitation and stakeholder engagement methodologies, designing participatory dynamics, and preparing supporting materials. Key duties include supporting the mobilization and engagement of various stakeholders (state agencies, municipalities, civil society, private sector, waste picker cooperatives), organizing and supporting the implementation of participatory activities (online and in-person), and managing logistical aspects. The consultant will also organize and systematize contributions received, support their technical analysis and incorporation into the plan, and prepare technical reports on participatory activities. Maintaining organized files and databases, submitting monthly activity reports, and collaborating with project teams are also essential responsibilities.
Work Experience
A minimum of four years of experience in projects, programs, or public policies related to social participation, participatory governance, territorial development, or public policy management in Brazil is required. Experience in designing, organizing, or facilitating participatory processes (workshops, consultations, hearings) and preparing technical reports on these processes is also required. Experience with solid waste management or urban sustainability projects is necessary. Experience with international organizations or UN agencies is desirable.
Skills
Ability to plan, conduct, and facilitate participatory processes with diverse stakeholders. Skills in systematizing and analyzing contributions from consultations. Strong analytical and technical writing skills for report preparation. Strong organizational and time management skills. Ability to work in multidisciplinary teams. Proficiency in Windows-based computing (Microsoft Office, Outlook, Teams). Fluency in Portuguese is required; working knowledge of English and Spanish is desirable.
