Organizational Context
The United Nations Human Settlements Programme (UN-Habitat) promotes sustainable urban development and adequate housing for all. Its Regional Office for Latin America and the Caribbean (ROLAC) is based in Rio de Janeiro, Brazil, focusing on developing and managing activities within the host country. This role supports a project aimed at reducing inequalities in São Gonçalo by enhancing the municipality's capacity to monitor urban conditions and inform policy.
Job Purpose
The Programme Analyst will support the implementation of a UN-Habitat project in São Gonçalo, Brazil, focused on reducing inequalities and improving urban conditions. This role involves performing technical, administrative, and management activities to ensure project objectives are met regarding deadlines, budget, and quality. The analyst will align projects with global agendas like the 2030 Agenda and the New Urban Agenda, provide information for systematizing best practices, and monitor policy developments. The position requires close collaboration with UN-Habitat's operational and technical teams, as well as local partners, to contribute to the development and implementation of sustainable urban policies and initiatives.
Responsibilities
The Programme Analyst is responsible for supporting project implementation and activities. Key duties include performing technical, administrative, and management tasks to meet project objectives for deadlines, budget, and quality. The role involves aligning projects with global agendas (2030 Agenda, New Urban Agenda), systematizing and exchanging best practices, and monitoring national/regional policy developments to identify urban opportunities. The analyst will provide technical support for capacity building, data management, public policies, strategic planning, SDG localization, social mobilization, and advocacy. Managerial support for project implementation and partner coordination, maintaining communication with local partners, and identifying/mitigating project risks are also crucial. Additionally, the role involves documenting activities, preparing monitoring reports, and ensuring all activities adhere to UN integrity principles.
Work Experience
A minimum of four years of progressive experience in project/programme management related to development or urban themes is required. Professional experience in urban policy and development, public policy, social inclusion, diversity, or human rights in Brazil is also required. Experience in monitoring and evaluation and project development is desirable, as is previous experience within the UN System.
Skills
Good computer skills (Windows, Office packages, web search engines). Proficiency with technological tools, software, and online platforms is desirable. Good knowledge of project management methodologies is desirable. Competencies include professionalism, planning and organization, communication (written and verbal), and teamwork. Fluency in Portuguese is required; working knowledge of English and Spanish is desirable.
