Programme Officer (Temporary)
Organizational Context
This position is within the Regional Section for Africa and the Middle East (RSAME), Division for Operations (DO) of the United Nations Office on Drugs and Crime (UNODC) in Vienna, Austria. The Programme Officer reports directly to the Chief of the Section, contributing to UNODC's mandate in drug control, crime prevention, and criminal justice.
Job Purpose
The Programme Officer will provide substantive and backstopping support for regional and national programmes and projects, working closely with UNODC field offices to ensure compliance with operational guidelines. This role involves technical assistance, capacity-building oversight, and contributing substantive inputs to UNODC and UN reports on critical issues like corruption, organized crime, and terrorism prevention. The officer will monitor programme development and implementation, draft proposals, identify challenges, and propose solutions. Additionally, the role supports fundraising, resource mobilization, quality control of submissions, and preparation of various written outputs, including briefing notes and reports for senior management and consultations. The position also involves supporting consultative meetings, conducting training, and utilizing data visualization for informed decision-making.
Responsibilities
Provide substantive and backstopping support for regional and national programmes and projects, ensuring alignment with UNODC guidelines. Offer technical assistance and oversee capacity-building initiatives. Coordinate substantive inputs for UNODC and UN reports on corruption, organized crime, terrorism prevention, and criminal justice. Support UNODC field offices in implementing and technically backstopping programmes and projects, monitoring development, and reviewing progress reports. Assist in appraising and elaborating programme and project proposals, and support fundraising and resource mobilization efforts. Conduct quality control and oversight reviews of regional submissions. Prepare written outputs such as background papers, reports, and briefing notes. Provide support for meetings, conduct training, and utilize data visualization for analysis and reporting. Participate in field missions and coordinate activities related to budget and funding.
Work Experience
A minimum of five years of progressively responsible professional experience in technical cooperation and programme management at the international or national level, particularly in areas such as drug control, crime prevention, law enforcement, or criminal justice is required. Experience within the UN System or a similar international organization, with field counterparts, and in data analytics is desirable.
