Organizational Context
This position is based in the UNODC Regional Office for West and Central Africa (ROSEN) in Dakar, Senegal. The Programme Coordinator reports to the Deputy Regional Representative and liaises with UNODC headquarters. The role supports the implementation of UNODC's mandate in the region, focusing on crime prevention and drug control initiatives.
Job Purpose
The Programme Coordinator (Head of Pillar) is responsible for overseeing project managers and leading the implementation of the XAMU50 programme, which focuses on criminal justice responses to transnational organized crime and terrorism in West and Central Africa. This role supports the coordination of the Law Enforcement and Border Management thematic pillar, providing substantive, technical, programmatic, and administrative advice to the Representative. The position acts as a central point for all programmes within the pillar, ensuring coordinated technical assistance delivery, resource mobilization, and strategic development across the region.
Responsibilities
Lead and coordinate the implementation of the XAMU50 programme, providing strategic and operational oversight. Serve as Head of Pillar for Law Enforcement and Border Management, coordinating initiatives and acting as the primary contact for the Regional Representative. Collaborate with project teams to coordinate UNODC ROSEN's work, identify needs, and leverage synergies. Engage development partners and lead resource mobilization efforts through joint proposals. Ensure coordinated technical assistance delivery across land, maritime, and air border management. Provide expert advice and policy support to stakeholders on advanced technologies, legislative reforms, and strategy development. Manage programme/project cycles, monitor progress, and ensure timely, results-based delivery. Oversee financial management, budgeting, and resource utilization, ensuring compliance with UN regulations. Coordinate human resource activities and support procurement processes. Prepare strategic documents, reports, and participate in missions and external relations activities.
Work Experience
A minimum of seven years of progressively responsible professional experience in programme management related to crime prevention, drug control, or a related field is required. Experience with risk-based working methodologies (profiling), programme/project management, and technical cooperation is also required. Experience with UN technical assistance and strategic programme development is desirable.
