FINANCE OFFICER
Organizational Context
The Department of Operational Support (DOS) provides end-to-end operational support to UN entities. The Regional Service Centre in Entebbe (RSCE) offers efficient, client-oriented administrative services, including finance, HR, and ICT. This Finance Officer role is within the Financial Services and Compliance Monitoring Section at RSCE, reporting to the Service Line Manager.
Job Purpose
The Finance Officer provides essential financial management advice and support to staff and managers within their respective Service Lines at the Regional Service Centre in Entebbe (RSCE). This role is crucial for managing the achievement of key performance indicators and Service Level Agreements, ensuring high-quality financial reporting in compliance with IPSAS standards. The position involves overseeing transactional finance services, managing vendor payments, supporting budget development and performance reporting, and ensuring adherence to UN financial regulations and rules. The Finance Officer also plays a key role in managing staff entitlements, supervising disbursement processes, and providing financial interpretations and corrective actions, ultimately ensuring the integrity of financial systems and controls.
Responsibilities
Key responsibilities include managing the achievement of RSCE's key performance indicators and Service Level Agreements. The role involves ensuring high-quality financial reports, planning, organizing, and supervising the work of the assigned team. This includes supporting the preparation of monthly financial reports compliant with IPSAS standards and managing the processing of vendor invoices and payments for RSCE client missions. The Finance Officer will also handle treasury functions for payments, assist in annual budget development, prepare cost estimates, and review budget performance reports. Oversight of accounting and reporting for staff entitlements, supervision of disbursement processes, and management of cash flow are critical. Additionally, the role requires providing financial advice, ensuring adherence to UN Financial Regulations and Rules, maintaining the integrity of financial systems, acting as an Approving Officer, and reviewing payment documentation.
Work Experience
A minimum of five years of progressive experience in finance, administration, budget, or business administration is required. At least two years of hands-on experience with IPSAS/IFRS or similar international accounting standards is necessary. Experience in financial data analysis and management report preparation is also required. Experience in a UN field operation or similar international organization in a conflict/post-conflict setting and hands-on experience with Business Intelligence Reporting tools are desirable.
