The United Nations Secretariat, through the Resident Coordinator System, is conducting a final evaluation of the UN Sustainable Development Cooperation Framework (UNSDCF) 2023-2027 in Libya. This role is part of an independent evaluation team, contributing to assessing the UN's collective contribution to national development priorities and SDGs.
Job Purpose
This role serves to contribute to an independent, high-quality final evaluation of the UN Sustainable Development Cooperation Framework (UNSDCF) 2023-2027 in Libya. The evaluation aims to provide credible findings, conclusions, and actionable recommendations. These outputs will inform UN strategic positioning, the design of the next Cooperation Framework cycle, future programming, and accountability to national stakeholders. The purpose is to assess the UN system's collective contribution to national development priorities and the SDGs, identify lessons learned, and generate insights for future UN-country collaboration in Libya.
Responsibilities
Support the implementation of the UNSDCF evaluation process in line with UNEG norms and standards. Conduct desk reviews of relevant strategic, programmatic, and policy documents. Assist in mapping stakeholders and organizing consultations, interviews, focus group discussions, and workshops. Participate in field visits and support data collection activities. Collect, compile, and analyze qualitative and quantitative information. Provide contextual analysis of national development priorities, governance structures, and UN partnerships in Libya. Support the drafting and editing of evaluation deliverables, including background notes, presentations, and report sections. Assist with translation and interpretation between English and Arabic as needed. Contribute to validation processes and the incorporation of stakeholder feedback into evaluation outputs. Ensure all work adheres to principles of gender equality, human rights, disability inclusion, and Leave No One Behind.
Work Experience
At least 3 years of relevant professional experience is essential, including substantive involvement in designing, monitoring, or evaluating development projects and/or program implementation within the UN system in Libya. Experience with UN system and common country programming processes is required. Experience in engaging senior officials and facilitating stakeholder consultations is desirable.
Skills
Excellent command of Arabic (spoken and written). Good working knowledge of English. Experience in evaluation, development studies, social sciences, public policy, economics, political science, international relations, or statistics. Knowledge of UN system and programming processes. Ability to engage stakeholders and facilitate consultations. Understanding of human rights-based approaches, gender considerations, and environmental sustainability. Knowledge of Results-Based Management (RBM) and data collection/analysis methods. Understanding of Libya's social, political, and development context.
