Organizational Context
The United Nations Environment Programme (UNEP) is the leading global environmental authority. The NDC Act & Invest project, funded by IKI and PAF, supports partner countries in strengthening climate policies and transforming Nationally Determined Contributions (NDCs) into actionable, bankable plans. The project team, based in Paris, manages global coordination and country support, acting as a liaison between UNEP and the NDC Partnership.
Job Purpose
This role ensures effective territorial anchoring of the NDC Act & Invest project in Morocco. The expert will integrate regional and provincial priorities, data, and stakeholders into project deliverables, including concept notes for climate finance funds and the 2026-2030 climate finance access roadmap. Key activities involve conducting territorial consultations and validation workshops, securing buy-in from decentralized authorities, and producing a final coordination report with recommendations for sustained territorial engagement. The ultimate goal is to ensure project interventions are grounded in local realities and contribute to the effective implementation of Morocco's climate commitments, particularly within the agricultural sector.
Responsibilities
The Territorial Coordination Expert will establish and manage a territorial coordination framework, mapping decentralized authorities and local stakeholders in priority areas. This includes developing and validating a territorial coordination plan and supporting inclusive governance. The role involves organizing and facilitating territorial consultations and validation workshops to gather data, integrate local priorities into project pipelines and concept notes, and secure institutional buy-in. The expert will also contribute to the territorial dimension of ADA's climate finance access roadmap (2026-2030) and capacity-building activities. A final coordination report with recommendations for long-term territorial engagement will be produced.
Work Experience
Requires 7-10 years of professional experience in coordinating or managing agricultural/rural development projects in Morocco, preferably related to climate finance access and climate action in agriculture. Proven experience engaging with national and decentralized agricultural institutions, regional/provincial authorities, and local actors (cooperatives, NGOs) is essential. Familiarity with the agro-ecological and institutional contexts of the intervention zones is required, along with significant experience in facilitating multi-stakeholder consultations and workshops at the territorial level.
Skills
Coordination and project management, stakeholder engagement, facilitation of consultations and workshops, data collection and consolidation, understanding of climate finance and NDC implementation, knowledge of Moroccan agricultural and institutional contexts, report writing, and communication in French and Arabic. English proficiency is desirable.
