Organizational Context
This position is situated within the Office of the Chief of Mission Support at the United Nations Interim Security Force for Abyei (UNISFA) in Abyei. The Administrative Officer reports directly to the Chief of Mission Support, playing a key role in the mission's administrative and financial operations.
Job Purpose
The Administrative Officer is responsible for assisting the Chief of Mission Support (CMS) in developing and implementing a robust administrative and financial management framework for the mission. This involves providing expert advice on policies, guidelines, and best practices across various administrative functions, including budgeting, finance, human resources, procurement, and ICT. The role contributes to the effective functioning of the Mission Support Division by coordinating work plans, evaluating support services, and preparing substantive analysis and recommendations on administrative, logistical, and financial matters. The position also involves leading the drafting of complex reports, managing external engagements, and ensuring compliance with UN regulations, thereby supporting the overall operational objectives and efficiency of UNISFA.
Responsibilities
The Administrative Officer assists the Chief of Mission Support (CMS) in establishing and executing an administrative and financial management framework. Responsibilities include providing expert advice on management matters, policies, and practices in areas such as budgeting, finance, human resources, supply chain, procurement, ICT, and auditing. The role involves developing, coordinating, and monitoring work plans for the Mission Support Division, and evaluating support provided to all mission components. The officer prepares case presentations for CMS approval, offering analysis and recommendations on administrative, logistical, and financial issues. Key duties also include leading the drafting of complex reports, managing engagements with UN agencies and external entities through agreements like MOUs and SLAs, and liaising with various mission components and local authorities. The position ensures timely implementation of recommendations from audits and investigations, vets support requests, and participates in management meetings to provide advice. Additionally, the role involves managing administrative staff, preparing performance reports, and undertaking project management tasks, including crisis and change management.
Work Experience
A minimum of seven years of progressive experience in administration, finance, accounting, or human resources management is required. Experience in drafting high-level reports, official correspondence (notes verbales, code cables), and administrative directives is essential. Experience supporting senior management in a complex operational environment and managing administrative functions within an international organization is also required. Experience in programme/project management and ERP systems is desirable.
