Organizational Context
This position is within the Capacity Development Programme Management Office (CDPMO) of the UN Secretariat's Department of Economic and Social Affairs (DESA) in New York. CDPMO provides comprehensive financial and administrative support for DESA's capacity development programs and projects, including various UN Secretariat initiatives.
Job Purpose
The Finance and Budget Officer, under the direct supervision of the Senior Finance Officer, plays a crucial role in managing the financial aspects of capacity development programs. This involves reviewing, analyzing, and finalizing medium-term plans and budget proposals, ensuring alignment with legislative mandates. The role also encompasses budget administration, including issuing allotments, monitoring expenditures, managing extra-budgetary resources, and processing payments. Additionally, the officer provides essential financial advice and training to staff, participates in inter-departmental meetings, and ensures compliance with UN financial policies and procedures.
Responsibilities
Key responsibilities include the review, analysis, and finalization of medium-term plans and budget proposals, ensuring legislative mandates are accurately translated into program budgets. The role involves detailed input on resource requirements and financial implications for various bodies, including the Security Council. Budget administration duties encompass issuing allotments, managing and monitoring budget implementation, and overseeing extra-budgetary resources. The officer will authorize payments for specific claims, prepare budget performance submissions, and analyze variances. Furthermore, responsibilities include providing advice and training on financial policies, participating in inter-departmental meetings, researching budgetary policies, acting as a Certifying Officer, ensuring system integrity, and potentially supervising staff. Data analysis and reporting using visualization methods are also key functions.
Work Experience
A minimum of seven years of progressive experience in finance, administration, budget, or business administration is required. This includes at least five years in financial analysis and reporting, three years with ERP finance/budget modules, and three years coordinating budget activities and preparing related documents. Experience with extra-budgetary projects and drafting financial policies within intergovernmental organizations is also necessary.

Client orientation with the ability to build partnerships and identify client needs. Data analysis and interpretation skills for decision-making. Proficiency in UN financial policies and procedures, including results-based budgeting. Experience with ERP systems and financial reporting.
