Organizational Context
This role is within the One Executive Office (one EO) at UN Headquarters, a unified service platform consolidating administrative functions. One EO supports New York-based Secretariat entities with HR, finance, travel, and general administration. The position is on the Client Desk, providing support to specific departments and missions, reporting to a Finance and Budget Officer.
Job Purpose
The Finance & Budget Officer will be responsible for budget preparation and administration within the UN Secretariat's Common Administrative Platform. This includes reviewing and analyzing cost estimates, supporting managers in budget submissions, and providing input on financial implications for Security Council statements. The role involves monitoring budget implementation, expenditures, and extra-budgetary resources, ensuring compliance with regulations. Additionally, the incumbent will prepare budget performance reports, analyze variances, and provide substantive support to intergovernmental bodies. The position aims to formulate effective financial operations through timely support for budget proposals and improved budgetary practices, utilizing data analysis and visualization for planning and reporting.
Responsibilities
Key responsibilities include budget preparation, involving the review and analysis of cost estimates and budget proposals for staff and non-staff requirements. This entails supporting managers in resource elaboration, providing input on financial implications for Security Council statements, and assisting senior management in budget review meetings. The role also covers budget administration, such as monitoring allotments, redeploying funds, and overseeing expenditures to ensure they remain within authorized levels. It includes reviewing requisitions, administering extra-budgetary resources, and preparing budget performance reports with variance analysis. General duties involve staying updated on financial guidelines, supervising staff as needed, and using data visualization for planning and reporting. The role requires interaction with various finance and administrative officers within the Secretariat.
Work Experience
A minimum of five years of progressive experience in finance, budget, or accounting is required. Experience in UN budget development and financial management is essential. Desirable experience includes data analytics, using Advanced Excel Power Query, designing Power BI reports, and working with ERP systems like Umoja BPC and Umoja Analytics.
