Organizational Context
The United Nations Support Office in Haiti (UNSOH) provides support to various Haitian security forces and the UN Integrated Office in Haiti, as mandated by the Security Council. This role is situated within the Office of the Chief, Operations and Resources Management in Port-au-Prince, reporting to the Chief, Operations and Resources Management.
Job Purpose
The Chief Human Resources Officer is responsible for ensuring fully integrated and regulatory-compliant human resources management within the mission. This involves serving as the primary HR advisor to senior leadership and hiring managers, guiding human resources planning, policy implementation, and monitoring. The role ensures HR strategy aligns with the mission's evolving mandate, operational priorities, and budgetary constraints, contributing to effective mission support and operational success. The incumbent will lead strategic HR initiatives, manage recruitment, advise on performance, and foster staff development and relations.
Responsibilities
Strategic Planning: Lead mission planning, determine staffing needs, and advise senior management on HR matters. Develop staffing strategies, manage workforce planning, succession planning, and recruitment/deployment plans. Conduct workforce assessments to identify gaps and recommend actions. Guide implementation of organizational change initiatives and review mission structures. Budget Process: Participate in budget development, advise on HR requirements, staffing tables, and organizational structures. Oversee HR expenditures, ensure budget adherence, and manage the integrity of the staffing table. Recruitment and Staff Selection: Ensure a fair and transparent selection process for competent candidates, advising managers on policies and SOPs. Facilitate participation in expert panels and manage recruitment processes, promoting gender balance and diversity. HR Advisory and Monitoring: Act as the primary HR advisor to senior management and staff, ensuring coherence in HR activities. Supervise knowledge building on HR policies and entitlements. Monitor and evaluate the implementation of delegated authorities and represent management in staff-management bodies. Performance Management: Ensure compliance with the UN performance management system, support its implementation, and provide guidance. Coordinate training on performance management and supervise related committees. Staff Development: Advise on training opportunities and career development paths, particularly for national staff. Coordinate with relevant departments for career counseling and staff movement. Capacity Building: Assess HR staff skills, ensure participation in training, and design training programs on HR management and IT systems. Administration of Justice: Address and mitigate staff grievances, develop preventive activities, and coordinate mission responses to the Administration of Justice system. Staff and Management Relations: Foster dialogue between management and staff unions, address staff issues, and organize meetings on HR matters. Coordination: Liaise with the UN Country Team for coordination on salary surveys and common entitlements. Communication: Develop and implement an HR communication strategy, including intranet updates and regular meetings. Emergency Preparedness: Coordinate the HR response to natural disasters or incidents.
Work Experience
A minimum of ten years of progressively responsible experience in human resources management or a related field is required. This includes practical experience in planning and delivering HR services in complex environments, managing staffing and talent acquisition with enterprise resource platforms. Experience in managing workforce restructuring is desirable, as is hands-on experience with UN HR procedures and information management systems.
