Organizational Context
The Department of Operational Support (DOS) provides end-to-end operational support across the UN Secretariat. The Regional Service Centre in Entebbe (RSCE) offers efficient, client-oriented administrative services, including transactional HR functions. This role is within the Client Services Delivery Pillar, reporting to the Client Services Officer.
Job Purpose
The Human Resources Assistant supports the RSCE in determining and implementing benefits and entitlements for international and national staff, covering the full employment lifecycle from pre-appointment to separation. This ensures transparency, accuracy, and compliance with UN staff rules and regulations. The role involves processing various allowances, payroll, and managing administrative processes related to contracts, movements, time management, and separations. It also includes advising clients on HR matters and resolving queries within the Umoja system, contributing to the efficient delivery of HR services.
Responsibilities
Administer staff entitlements, including claims, danger pay, and various allowances, ensuring adherence to UN policies and regulations. Process entitlements, benefits, and payroll for international and national staff, as well as claims for travel and expenses. Manage business processes for payroll, leave, contract extensions, and separations. Facilitate onboarding, travel arrangements, settling-in grants, and separation activities for staff and dependents. Monitor and evaluate HR guidelines, recommending improvements. Process end-to-end entitlements and benefits efficiently, including contract administration, movements, time management, and separations. Advise clients on benefits, entitlements, and HR guidelines, promoting a client-oriented approach. Certify and process financial entitlements related to appointments, reassignments, and salaries. Provide general office support, draft correspondence, maintain records, schedule meetings, and prepare reports. Perform administrative duties such as leave recording and managing office supplies.
Work Experience
A minimum of five years of progressively responsible experience in Human Resources management or administrative services is required. This is reduced to three years for candidates with a first-level degree or higher. Experience with HR systems (e.g., SAP, PeopleSoft, ERP) and UN Staff Rules/Regulations in a multi-country environment is desirable.
