Organizational Context
The Department of Operational Support (DOS) provides end-to-end operational support across the UN Secretariat. The Regional Service Centre in Entebbe (RSCE) offers efficient, client-oriented services, including transactional HR functions. This role is within the Education Grant Service Line at RSCE, reporting to an operational Team Leader.
Job Purpose
The Human Resources Assistant is responsible for administering staff entitlements and benefits, ensuring accurate processing of payments, claims, and payroll for international and national civilian staff and non-staff. This includes managing onboarding, separations, and related processes. The role involves providing guidance on HR policies, resolving complex cases, and maintaining HR data in UMOJA. Additionally, the incumbent may supervise junior staff, provide general office support, conduct research, and prepare reports, contributing to the efficient operation of the Education Grant Service Line.
Responsibilities
Administer staff entitlements and benefits, including claims, allowances, and payroll, in compliance with UN policies and regulations. Process entitlements, benefits, and payroll for international and national staff, as well as claims for travel and expenses. Manage business processes for payroll, leave, contract extensions, separations, and final payments. Implement onboarding, travel arrangements, settling-in grants, check-in/check-out, and separation activities for staff and dependents. Monitor and evaluate HR policies and procedures, making recommendations for improvement. Process end-to-end entitlements and benefits for international staff efficiently. Provide guidance and advice to clients on HR matters. Review and handle complex entitlement and claim cases. Administer and certify benefits and entitlement processes in UMOJA. Perform general office support, draft correspondence, maintain records, schedule meetings, and conduct research on HR issues. Prepare documentation for distribution and assist in preparing reports.
Work Experience
A minimum of seven years of progressive experience in human resources management or administrative services is required. This is reduced to five years for candidates with a first-level degree or higher. Experience with HR systems like SAP or UMOJA for entitlements and benefits administration is mandatory. Experience with UN common system HR policies and practices in an operational environment, or in a shared service center, is desirable.
