Organizational Context
The Department of Operational Support (DOS) provides end-to-end operational support to UN entities. The Regional Service Centre in Entebbe (RSCE) offers efficient, client-oriented administrative services, including HR, finance, and ICT support. The RSCE operates under the guidance of the Director and Deputy Director, focusing on strategic planning, budgeting, and HR management. This role is within the Education Grant Service Line.
Job Purpose
The Human Resources Assistant supports the RSCE and Client Missions by determining and implementing benefits and entitlements for international staff. This involves managing life and career events from pre-appointment to separation, ensuring transparency, accuracy, and compliance with UN regulations. The role processes various allowances, benefits, and payroll for staff and non-staff, manages on-boarding and separation processes, and advises clients on HR policies. The assistant also monitors and evaluates guidelines, processes HR administration in UMOJA, and resolves escalated queries, contributing to efficient HR service delivery.
Responsibilities
Administer and process staff entitlements and benefits, including claims, allowances (danger pay, DSA, mission subsistence allowance), and payroll for international and national staff, and non-staff. Manage business processes for payroll, leave, contract extensions, separations, and final payments. Facilitate on-boarding, travel arrangements, settling-in grants, check-in/check-out, and separation activities, including dependent repatriation. Monitor and evaluate HR policies and procedures, making recommendations for improvement. Process and administer end-to-end entitlements and benefits for international staff, including contract administration, movements, time management, and separations. Provide advice to clients on benefits, entitlements, and HR guidelines. Certify and process financial entitlements related to appointments, reassignments, and salaries. Perform HR administration in UMOJA, maintain entitlements, and resolve escalated queries. Provide general office support, draft correspondence, maintain records, schedule meetings, conduct research, and prepare reports.
Work Experience
A minimum of five years of progressively responsible experience in human resources management or administrative services is required. This is reduced to three years for candidates with a first-level degree or higher. Experience with UN common system HR policies, ERP systems (like UMOJA or SAP), and shared service centers is desirable.
