Job Purpose
The Finance and Budget Assistant supports the Payroll and Accounts Payable Section by assisting in budget preparation, expenditure analysis, and resource requirement development. This role involves extracting and analyzing financial data, preparing budget performance reports, and managing pre-encumbrances and obligations in UMOJA. The assistant also contributes to financial backstopping of trust funds, processes payments to third parties, vendors, and staff, reconciles accounts, and responds to financial queries, ensuring compliance with UN financial regulations and procedures.
Responsibilities
Key responsibilities include assisting in budget preparation, including cost estimates and resource requirements, and analyzing expenditure reports. The role involves preparing budget performance reports, analyzing variances, and managing financial obligations in UMOJA. Additionally, the Finance and Budget Assistant verifies and processes payments for vendors, staff entitlements, and claims, including travel expenses. This includes reconciling complex accounting transactions and bank accounts, examining financial transactions from various UN entities, and preparing remittances. The position also requires maintaining financial records, responding to queries, and ensuring compliance with UN financial rules and procedures.
Work Experience
A minimum of five years of experience in accounting, finance, budget, or administrative services is required. This is reduced to three years with a first-level university degree. Experience with ERP systems (like Umoja or SAP), processing payroll or claims, and familiarity with UN financial regulations are essential. Experience with CRM tools and UN staff rules is desirable.
