Job Purpose
This consultancy aims to conduct a Midterm Review (MTR) for the "FARM: Global Coordination, Knowledge Management and Common Finance Tools" project (GEF ID 10903) and evaluate the programmatic outcomes of the broader FARM Programme (GEF ID 10872). The consultant will assess project progress, identify challenges, and recommend corrective actions to ensure the achievement and sustainability of intended outcomes. The role involves synthesizing findings from child project MTRs to provide a comprehensive programme-level assessment, contributing to the effective management and future direction of UNEP's GEF-funded initiatives in chemicals and waste management.
Responsibilities
Conduct a Midterm Review (MTR) for the "FARM: Global Coordination, Knowledge Management and Common Finance Tools" project (GEF ID 10903) and assess the programmatic outcomes of the FARM Programme (GEF ID 10872). Analyze project performance, including relevance, effectiveness, and efficiency, to determine if it is on track and likely to achieve its intended outcomes. Identify problems, challenges, and necessary corrective actions. Synthesize findings from individual child project MTRs to produce a comprehensive programme-level report, assessing overall progress, coherence, and alignment with strategic objectives. Utilize both quantitative and qualitative methods, conduct stakeholder interviews, and review project documentation. Ensure all activities comply with UNEP and GEF evaluation policies and guidelines. Provide regular progress updates and arrange necessary interpretation/translation services.
Work Experience
A minimum of 15 years of technical/evaluation experience in projects and programmatic approaches is required. Experience evaluating UNEP and/or GEF projects is desirable. A strong understanding of agricultural chemicals and plastics management issues, policy development, and institutional frameworks is beneficial. Familiarity with the UN system and UNEP's work is desirable.
