The United Nations Environment Programme (UNEP) Regional Office for West Asia, based in Beirut, supports countries in achieving environmental and sustainable development goals. This role supports UNEP and the Kuwait Environment Public Authority (KEPA) in developing a unified National Waste Management Strategy for Kuwait, strengthening strategic, institutional, and regulatory foundations.
Job Purpose
This role provides technical, analytical, drafting, and advisory support to UNEP and KEPA for the development of a unified National Waste Management Strategy for Kuwait. The purpose is to consolidate existing strategy documents, harmonize objectives and indicators, create a practical roadmap/action plan, and enhance KEPA's internal policy and regulatory design capacity. The expert will contribute to strengthening Kuwait's waste management framework through expert guidance and knowledge support, ensuring a coherent and implementation-oriented strategy.
Responsibilities
The Waste Management Expert will provide technical, analytical, drafting, and advisory support for the development of a Unified National Waste Management Strategy for Kuwait. Key duties include reviewing and consolidating existing strategy documents, developing an inception and methodology report, conducting technical reviews to identify gaps and areas for harmonization, and validating baseline data. The role involves harmonizing strategic objectives, targets, and KPIs, preparing a draft and final Unified National Waste Management Strategy, and supporting stakeholder consultations. Additionally, the expert will prepare presentation materials for knowledge-sharing sessions and support KEPA in identifying priority areas for advisory support.
Work Experience
A minimum of 10 years of professional experience in waste management policy, strategy development, environmental governance, or circular economy is required. Demonstrated experience in preparing national strategies, implementation roadmaps, or action plans is essential. Experience with waste management indicators, KPI frameworks, monitoring, evaluation, institutional coordination, and stakeholder consultation is necessary. Experience in policy or regulatory advisory work is an asset.
Skills
Strong technical writing and analytical skills. Deep understanding of waste management systems, waste hierarchy, circular economy, and institutional implementation challenges. Experience with waste management indicators, KPI frameworks, monitoring and evaluation, performance tracking, institutional coordination, and stakeholder consultation processes. Policy or regulatory advisory experience is an asset.
