Organizational Context
The Office of the Special Representative of the Secretary-General for Children and Armed Conflict (SRSG CAAC) is the UN's lead advocate for children affected by armed conflict. Its mandate, established in response to a 1996 report, focuses on protection and well-being. The office engages with UN bodies, parties to conflict, and partners to promote best practices and regional cooperation.
Job Purpose
This role serves to conduct an external evaluation of a regional project implemented by the SRSG CAAC in Africa, titled ‘Children and Armed Conflict (CAAC) in Africa – Protecting Conflict-Affected Children through Strengthened Regional Partnerships and Capacities’. The evaluation is a requirement for projects funded by the UN Peace and Development Trust Fund, ensuring transparency, accountability, and strengthening accountability for beneficiaries and donors. The consultant will assess the project's logical framework, implementation, deliverables, risks, sustainability, and contribution to broader goals, adhering to UN evaluation standards.
Responsibilities
The consultant will conduct a comprehensive evaluation of the regional project, assessing its logical framework, implementation processes, and deliverables against the project's objectives and indicators. This includes conducting a stakeholder analysis to understand project benefits, identifying and analyzing risks and challenges, and evaluating the sustainability of project outcomes. The evaluation will also examine potential negative impacts, gender sensitivity, and the project's contribution to Sustainable Development Goals and relevant mandates. The consultant will develop an evaluation approach, collect and analyze qualitative and quantitative data, draft an evaluation report, and finalize it based on feedback from the SRSG CAAC, adhering to UN evaluation norms and ethical principles.
Work Experience
A minimum of 5 years of progressive experience in peace and security, political affairs, human rights, protection, or data analysis is required. Experience in monitoring and evaluation, specifically evaluating projects within UN entities, is also essential. Experience with the UN, international organizations, or regional bodies is desirable, as is experience working in Africa.
Skills
Solid expertise in monitoring and evaluation methodologies. Solid expertise in process and project management. Knowledge of peace and security issues in Africa. Familiarity with the UN system and regional organizations in Africa. Knowledge of human rights and protection issues, particularly concerning conflict-affected children and the children and armed conflict mandate.
