Collaborative Urban Governance Consultant
Organizational Context
The United Nations Human Settlements Programme (UN-Habitat) promotes sustainable urban development and adequate housing for all. Based in Rio de Janeiro, its Regional Office for Latin America and the Caribbean (ROLAC) focuses on activities in Brazil. This role supports a project in São Paulo aimed at improving public green spaces and addressing social inequality.
Job Purpose
This consultancy supports the "Viva o Verde SP" project in São Paulo, Brazil, focusing on the second phase which aims to implement recommendations for inclusive park governance, management, and design. The role is crucial for developing a proposal for intersectoral coordination within the municipal administration to enable the implementation of a co-management and territorial planning unit, known as the Territory-Park. This initiative seeks to strengthen coordination among various actors and sectors, fostering integrated territorial management and enhancing the role of green public spaces as structuring elements of the urban environment, ultimately contributing to climate adaptation and resilience.
Responsibilities
The consultant will develop a comprehensive work plan detailing methodology, stakeholders, and deliverables. Key responsibilities include mapping relevant initiatives and best practices in collaborative management of public spaces, systematizing and analyzing multi-stakeholder initiatives in São Paulo to identify strengths and challenges for the Territory-Park strategy. The role involves organizing and facilitating meetings and collaborative activities with public managers, intersecretarial working groups, and other stakeholders to support diagnosis and strategy design. Additionally, the consultant will organize technical meetings, workshops, and interviews, consolidate outputs into a final synthesis document, and ensure all documentation and data are properly managed and shared.
Work Experience
A minimum of eight years of experience in sustainable urban development public policies in Brazil is required. Proven experience in leading collaborative governance processes and multi-stakeholder coordination, including designing or facilitating coordination mechanisms, is essential. Demonstrated ability to facilitate participatory processes and familiarity with monitoring and evaluation of public policies are also required. Experience with public spaces is desirable.
Skills
Proficiency in Microsoft Windows and Microsoft Office is required. Experience in research aligned with the 2030 Agenda and New Urban Agenda is necessary. Experience in monitoring and evaluation of public policies is desirable. Strong communication, planning, organization, and teamwork skills are essential, along with the ability to work effectively in inter-institutional and multicultural environments.
