The United Nations Human Settlements Programme (UN-Habitat) promotes sustainable urban development and adequate housing for all. Based in Rio de Janeiro, its Regional Office for Latin America and the Caribbean (ROLAC) supports governments and partners in implementing the Habitat Agenda and SDGs. Job Purpose
This consultancy supports the Viva o Verde SP project in São Paulo, aiming to improve access, inclusion, and sustainability of public green spaces. The role focuses on developing a proposal for intersectoral coordination within the municipal administration to enable the implementation of a co-management and territorial planning unit, known as the Territory-Park. This initiative seeks to strengthen coordination among actors and sectors, fostering integrated territorial management and enhancing the role of green public spaces as structuring elements of the urban environment. The consultant will contribute to achieving Sustainable Development Goals (SDGs) and the New Urban Agenda regarding green public spaces.
Responsibilities
The consultant will develop a comprehensive work plan detailing methodology, activities, and stakeholders. Responsibilities include mapping relevant initiatives and best practices in public space and urban park policies, and systematizing/analyzing São Paulo's public policies to identify strengths, challenges, and gaps for the Territory-Park strategy. The role involves participating in meetings with public managers, the intersecretarial Working Group, UN-Habitat, the municipality, and other stakeholders to support diagnosis and strategy design. The consultant will promote and participate in technical meetings and workshops, consolidate outputs into a final synthesis document, and ensure all documentation and data are organized and shared appropriately.
Work Experience
A minimum of eight years of experience in sustainable urban development public policies in Brazil is required. Proven experience in designing and implementing local-level public policies, coordinating multiple actors and governance levels, and developing urban/territorial legislation, regulatory frameworks, and planning instruments is essential. Experience with public spaces, facilitating participatory processes, and monitoring/evaluation of public policies is desirable.
Skills
Proficiency in Microsoft Windows and Microsoft Office is required. Experience in research related to the 2030 Agenda and the New Urban Agenda is necessary. Desirable skills include experience in monitoring and evaluation of public policies, professionalism, strong planning and organization, effective communication, and teamwork in multicultural environments.
