Organizational Context
This position is within the Office of the High Commissioner for Human Rights (OHCHR) Country Office in Sudan, based in Khartoum. The Human Rights Officer will lead the Civic Space team, reporting to the Head of the OHCHR Country Office or their Deputy. The role focuses on advancing human rights and accountability within the country.
Job Purpose
The Human Rights Officer is responsible for leading and coordinating efforts to monitor the implementation of human rights and international humanitarian law, ensuring follow-up on recommendations from human rights mechanisms to promote compliance and accountability. This includes managing the collection and analysis of evidence-based human rights data, with a focus on gender and inclusivity, to support early warning and informed decision-making. The role involves producing substantive human rights reports, providing advice and technical support to national counterparts and civil society to strengthen human rights frameworks, and designing and delivering capacity-building programs. Additionally, the officer will advise UN leadership on integrating human rights into various policy areas, engage with youth networks, and lead advocacy and partnership-building initiatives to promote human rights and combat discrimination.
Responsibilities
Key responsibilities include leading the monitoring of human rights and international humanitarian law implementation and ensuring follow-up on recommendations from human rights mechanisms. The role involves coordinating the collection, documentation, and quality control of human rights data, with attention to gender and inclusivity, to support early warning and decision-making. The officer will lead the production and review of human rights reports and analytical papers, providing substantive advice and technical support to national counterparts and civil society to strengthen human rights systems. This includes designing and delivering capacity-building programs for various stakeholders and advising UN leadership on integrating human rights into policy and practice. The position also entails leading engagement with youth networks, advocating for rights, promoting human rights through outreach, coordinating partnership building, managing team activities, and planning resources for project implementation.
Work Experience
A minimum of 7 years of progressively responsible experience in human rights or related fields is required. Experience in political affairs, public affairs, international relations, law, social sciences, economics, development, or humanitarian affairs is relevant. Skills in planning, organizing, and coordinating in a multi-stakeholder environment, knowledge of international human rights law, and report drafting are essential. Experience in designing and delivering capacity-building programs is desirable.
