Finance and Budget Officer
Organizational Context
This role is within the Payroll and Accounts Payable Section (PAPS) of the Department of Operational Support (DOS) at the UN Secretariat. DOS provides operational advisory services across the Secretariat. PAPS handles global payroll and payments, offering policy advice, guidance, and system enhancements. The Finance and Budget Officer reports to the Chief of PAPS.
Job Purpose
The Finance and Budget Officer is responsible for managing and overseeing various financial and budgetary functions within the Payroll and Accounts Payable Section. This includes the preparation and analysis of the medium-term plan and budget proposals, ensuring legislative mandates are translated into financial plans. The role involves administering budgets, monitoring expenditures, authorizing payments, and managing extra-budgetary resources. Additionally, the incumbent will analyze financial reports, ensure compliance with UN financial regulations, and provide guidance on accounting policies and ERP system procedures, particularly concerning payroll and accounts payable. The role also involves managing transition activities for consolidated payroll operations and supporting post-transition stabilization.
Responsibilities
The Finance and Budget Officer is responsible for programme planning, including reviewing and finalizing the medium-term plan and ensuring legislative mandates are reflected in programme budgets. In budget preparation, the role involves analyzing cost estimates for staff and non-staff requirements, supporting managers, and providing input for programme budget implications. Budget administration includes issuing allotments, monitoring implementation, reallocating funds, and authorizing payments for claims. The officer manages extra-budgetary resources, reviews requisitions, and prepares budget performance reports. In finance, responsibilities include analyzing accounts, resolving irregularities, approving expenditures, ensuring accurate accounting and internal controls, preparing financial statements, and responding to audits. Guidance is provided on UN financial regulations and ERP system procedures, particularly Umoja's AP module. The role also manages payroll transition activities and post-transition stabilization.
Work Experience
A minimum of five years of progressive experience in accounting, finance, or budget is required, with at least two years in payroll administration or support. Experience supervising teams, training staff, and resolving complex payroll matters is essential. Experience with ERP systems (SAP, PeopleSoft) and UN financial procedures is desirable.
Skills
Professionalism in financial and budgetary principles, budget development, and resource administration. Strong planning, organizing, and time management skills. Ability to manage performance, delegate effectively, and support staff development. Competence in analyzing data, interpreting financial information, and ensuring compliance with regulations.
