Organizational Context
The Department of Operational Support (DOS) provides end-to-end operational support across the UN Secretariat. The Regional Service Centre in Entebbe (RSCE) offers efficient, client-oriented administrative services, including transactional HR functions. This role is within a service line at the RSCE, supporting various client entities and contributing to the Centre's overall operational mandate.
Job Purpose
The Human Resources Assistant plays a crucial role in supporting the RSCE and its client missions by accurately determining and implementing benefits and entitlements for international and national staff. This involves managing the full lifecycle of staff, from pre-appointment to separation, ensuring strict adherence to UN staff rules and regulations. The position contributes to the efficient and transparent administration of HR services, ensuring staff receive appropriate benefits and entitlements, and supporting the overall operational effectiveness of the RSCE. The role requires a strong understanding of HR policies and procedures, and the ability to provide client-oriented support.
Responsibilities
Administer and process a wide range of staff entitlements and benefits, including claims, allowances, and payroll for international and national staff, ensuring compliance with UN policies and regulations. Manage HR business processes related to payroll, leave, contract extensions, and separations. Facilitate onboarding, travel arrangements, settling-in grants, and separation activities for staff and dependents. Monitor and evaluate HR guidelines, recommending improvements as necessary. Process and administer end-to-end entitlements and benefits for international staff, including contract administration, movements, time management, and separations. Advise clients on benefits, entitlements, and HR guidelines, promoting a client-oriented approach. Review and process entitlement and claim requests, ensuring accurate and complete submissions. Perform HR administration of benefits and entitlements within the Umoja system, maintaining relevant data and roles. Provide general office support, draft correspondence, maintain records, schedule meetings, and conduct research on HR issues. Maintain HR databases and prepare reports, performing various administrative duties and potentially providing guidance to junior staff.
Work Experience
A minimum of five years of progressively responsible experience in Human Resources management or administrative services is required (three years with a first-level degree). Experience with HR systems (e.g., SAP, PeopleSoft, ERP) for managing entitlements and benefits is desirable. Experience applying UN Staff Rules and Regulations in a multi-country environment and in a shared service center is also desirable.
