Organizational Context
The Department of Operational Support (DOS) provides end-to-end operational support to UN entities. The Regional Service Centre in Entebbe (RSCE) offers efficient, client-oriented services, including transactional HR functions. The RSCE operates under the guidance of the Director and Deputy Director, covering strategic planning, HR management, and other administrative areas.
Job Purpose
The Human Resources Assistant supports the administration of entitlements and benefits for staff members and non-staff personnel within the RSCE and client missions. This involves accurately processing payroll, claims, and various allowances, managing on-boarding and separation processes, and ensuring compliance with UN policies and regulations. The role also includes providing guidance to clients on HR matters and maintaining HR data in the UMOJA system. The incumbent is expected to complete specialized Umoja HR Partner training and certification.
Responsibilities
Administer staff entitlements and benefits, including claims, allowances (danger pay, DSA, MSA, VLA), and payroll for international and national civilian staff, non-staff, and uniformed personnel. Process official travel claims and expense reimbursements. Manage HR business processes such as payroll, leave, contract extensions, separations, and final payments. Facilitate on-boarding, travel arrangements, settling-in grants, check-in/check-out, and repatriation for personnel and dependents. Monitor and evaluate HR guidelines, rules, and procedures, making recommendations for improvement. Process end-to-end entitlements and benefits for international staff, including contracts, movements, time management, and separations. Provide guidance and advice on benefits, entitlements, and HR regulations. Review and process data related to conditions of service and resolve escalated queries in UMOJA.
Work Experience
A minimum of seven years of experience in human resources management or administrative services is required. Experience with large-scale HR systems (SAP, PeopleSoft, ERP) for entitlement and benefit administration is necessary. Experience applying UN Staff Rules and Regulations in an operational setting is also required. Experience in a multi-country shared service center is desirable.
