Organizational Context
The United Nations Environment Programme (UNEP) is the leading global environmental authority, setting the environmental agenda and promoting sustainable development. The Ecosystems Division collaborates with partners on technical assistance and capacity development, particularly for developing countries. The TEEBAgriFood initiative, hosted by the Economics of Nature Unit, focuses on the economic and environmental impacts of agriculture.
Job Purpose
This consultancy aims to enhance agrobiodiversity governance and agroecological practices for sustainable agri-food systems by implementing the TEEBAgriFood framework. The role will inform multi-level decision-making processes by making the economic case for scaling agrobiodiversity-based, agroecological practices in urban and peri-urban agriculture. The objective is to generate data and tools that highlight the values, benefits, and trade-offs of biodiverse urban and peri-urban agriculture, particularly ecosystem services, to guide decisions towards more diverse, localized, agroecological, and climate-resilient food systems. The project seeks to strengthen on-the-ground implementation and establish an enabling institutional and governance framework.
Responsibilities
Coordinate and implement the TEEBAgriFood Brazil project's subnational mainstreaming strategy, assessing key institutions and actors in food systems and recommending policy integration. Collaborate with research partners to translate project data and methodologies into evidence-based policy recommendations. Adapt technical outputs into accessible language for policy outreach. Plan, organize, and support events, workshops, and meetings. Participate in feedback sessions with ministries, conduct field visits, and disseminate assessment results. Coordinate policy dialogue processes on urban and peri-urban agriculture (UPA), fostering articulation among stakeholders. Provide technical assistance to municipalities and states for developing UPA laws, regulatory frameworks, and projects grounded in scientific evidence. Assist in designing roadmaps for UPA policy implementation and identify relevant cross-sectoral policies, highlighting integration opportunities. Ensure legal and policy instruments are adapted to local contexts and support municipalities in accessing funding.
Work Experience
A minimum of two years of professional experience in program and project implementation within food systems is required. Experience in stakeholder engagement at federal, state, or municipal levels is desirable. Understanding of the Brazilian environmental and agricultural political context is necessary. Experience in stakeholder engagement and coordination across different government levels is required, as is in-depth knowledge of the Brazilian institutional, political, and regulatory context for urban and peri-urban agriculture.
