INFORMATION SYSTEMS OFFICER (Temporary Job Opening)
Organizational Context
The United Nations Economic Commission for Africa (UNECA) in Addis Ababa, Ethiopia, aims to deliver ideas and actions for an empowered and transformed Africa, aligning with the 2030 SDGs and Agenda 2063. This Information Systems Officer role is situated within the Digital and Information Technology Management Section (DITMS) of the Administration and Conference Management Division (ACMD), reporting to the Chief of DITMS.
Job Purpose
The Information Systems Officer plays a crucial role in supporting UNECA's mission by managing and enhancing its Information and Communication Technology (ICT) infrastructure and services. This involves overseeing compliance, risk management, and quality assurance for ICT projects, ensuring alignment with organizational objectives and best practices. The role also encompasses supporting governance structures, managing ICT budgets, pricing, and billing, and developing the ICT service catalogue for transparency and efficiency. Furthermore, the officer leads cybersecurity operations, develops and implements AI strategies, and manages Microsoft 365 administration, contributing to the digital transformation and operational effectiveness of the Commission.
Responsibilities
The Information Systems Officer is responsible for developing and enforcing ICT governance policies, frameworks, and compliance standards. This includes overseeing compliance monitoring, risk management, and quality assurance for ICT projects and operations, and preparing reports for senior management. The role involves defining and maintaining project management methodologies for ICT projects. Additionally, the officer serves as a focal point for governance committees, manages ICT budgeting, pricing, and billing processes, and coordinates fundraising initiatives. Key duties also include developing and maintaining the ICT service catalogue, leading cybersecurity operations to protect ECA's ICT infrastructure, developing and implementing AI strategies, and managing Microsoft 365 administration, including endpoint and device management.
Work Experience
A minimum of five years of progressive experience in information technology or a related area is required. Essential experience includes project implementation, multi-disciplinary team management, and IT architecture. Experience in fundraising, understanding AI applications, digital transformation, and data analytics is desirable.

Professionalism, strong analytical and problem-solving skills, technological awareness, client orientation, knowledge of IT/Information Management (systems analysis, database design, programming), cybersecurity, AI strategy and deployment, Microsoft 365 administration, data analysis and visualization, project management methodologies, and IT governance.
