Organizational Context
This position is within the UN Human Rights Monitoring Mission in Ukraine (HRMMU), operated by the Office of the High Commissioner for Human Rights (OHCHR) in Kyiv. The role reports to the Head of the conflict-related sexual violence (CRSV) Unit, focusing on thematic responsibilities within this specialized area.
Job Purpose
The Associate Human Rights Officer's primary purpose is to support the OHCHR's monitoring mission in Ukraine, with a specific focus on conflict-related sexual violence (CRSV). This involves in-depth research and data collection on human rights issues, particularly CRSV, identifying emerging trends, violations, and capacity gaps, including their gender dimensions. The role contributes to the analysis of this information to understand its impact on the human rights situation and mandates. The officer will draft reports, participate in consultations, maintain awareness of current human rights developments, and assist in capacity-building initiatives for national stakeholders. This position plays a crucial role in informing the mission's efforts to address and prevent human rights violations through analysis, reporting, and advocacy.
Responsibilities
The Associate Human Rights Officer is responsible for researching and collecting information on human rights issues, with a focus on CRSV, including emerging trends, violations, and capacity gaps, considering gender dimensions. This involves analyzing data from various sources to assess the human rights situation and its impact. The role includes drafting reports, briefing notes, and analytical documents. The officer will participate in hearings and consultations, preparing summaries of outcomes. Maintaining awareness of current human rights and legal developments is essential. Responsibilities also encompass ensuring compliance with work standards, including data protection, and contributing to human rights training for national officials and civil society. The role involves liaising with government, NGOs, UN agencies, and other partners to gather baseline data, especially for vulnerable groups. Additionally, the officer will design and maintain databases for project tracking and contribute to data analysis and visualization for planning and reporting purposes.
Work Experience
A minimum of two years of progressive experience in human rights, political affairs, international relations, or law is required. Experience in human rights or International Humanitarian Law data analytics is desirable, as is experience conducting interviews with victims and witnesses of human rights violations. Experience within the UN common system or a similar international organization is also desirable.
