Organizational Context
This Finance and Budget Officer position is within the Finance and Budget Section (FBS) of the Office of the High Commissioner for Human Rights (OHCHR) in Geneva. The role operates under the guidance of the Chief of Finance and Budget Section and direct supervision within the section, contributing to the financial management and support services of the organization.
Job Purpose
The Finance & Budget Officer serves as a local expert for the Umoja/Integrated Planning, Monitoring and Reporting (IPMR) system, coordinating its implementation, process re-engineering, training, and workflow management for OHCHR. This involves managing system risks and issues, performing change management activities, and providing crucial support for budget preparation and administration. The role ensures accurate cost estimates, budget proposals, and resource allocation, monitors expenditures against allotments, and oversees extra-budgetary resources. Additionally, the officer prepares financial performance reports, analyzes variances, and provides technical support to legislative bodies and managers, ensuring compliance with UN policies and procedures.
Responsibilities
The Finance & Budget Officer is responsible for acting as the Umoja/IPMR system expert, coordinating implementation, process re-engineering, training, and testing. They will manage system risks and issues, and conduct change management activities. Key duties include budget preparation, reviewing cost estimates and proposals, supporting managers in resource elaboration, and overseeing programmes and projects. The role involves administering and monitoring regular and extrabudgetary allotments, controlling expenditures, and ensuring funds are within authorized levels. Responsibilities also encompass guiding user groups on project budget planning, reviewing requisitions, administering extra-budgetary resources, preparing budget performance submissions, and reviewing financial performance reports. Technical support to legislative bodies and preparing responses to audit queries are also included, alongside keeping updated on relevant policies and supervising staff as needed.
Work Experience
A minimum of 5 years of progressive experience in finance, administration, budget, or business administration is required. Essential experience includes finance management and budget formulation in the public sector, with some international exposure, and in programme/project management processes. Experience with ERP/IPMR systems, data analytics, funds management, preparing donor reports, conducting training, and working within the UN system is desirable.
