Development of Digital Transformation Framework for the Land Transport Authority (LTA) in Libya
Organizational Context
The UN Secretariat's Economic and Social Commission for Western Asia (ESCWA) is seeking a consultant to assist the Land Transport Authority (LTA) in Libya. This role supports Libya's digital transformation agenda, focusing on modernizing its land transport sector to improve efficiency, safety, and governance, aligning with Sustainable Development Goals.
Job Purpose
The purpose of this consultancy is to provide advisory services to ESCWA in developing a comprehensive digital transformation framework for Libya's Land Transport Authority (LTA). This involves modernizing LTA's Authorization and Transport Affairs Departments, moving from manual, error-prone systems to efficient digital processes. The role contributes to enhancing public services, improving road safety, increasing government revenue, and integrating land transport into Libya's broader economic recovery and digital agenda, in line with UN Sustainable Development Goals and the Global Digital Compact.
Responsibilities
The consultant will review Libya's national digital policies and strategies, research regional and international best practices in digital transformation for transport, and identify key national stakeholders. Responsibilities include conducting interviews with stakeholders to assess LTA's digital maturity and business processes, contributing to sectoral workshops, and preparing a phased digital transformation strategy with a roadmap and change management component. The consultant will also present the draft strategy, incorporate feedback from ESCWA and LTA, and ensure gender and youth considerations are integrated throughout the research and reporting, using gender-sensitive language.
Work Experience
A minimum of 5 years of professional experience and research in digital technologies is required. Previous experience in transport topics is essential. Experience in delivering research papers and developing digital plans is desirable.
Skills
Digital transformation strategy development, research and analysis, stakeholder engagement, report writing, understanding of ICT, technology, engineering, and computer science principles, knowledge of transport sector digitalization, gender-sensitive language use, fluency in Arabic and English.
