Development of Open Data Policy in Libya
Organizational Context
The United Nations Economic and Social Commission for Western Asia (ESCWA) is seeking a consultant to assist in developing Libya's national open data policy. This role supports ESCWA's mandate to foster sustainable development through improved data accessibility and governance, contributing to SDGs 9, 16, and 17.
Job Purpose
The purpose of this consultancy is to provide advisory services to the ESCWA team in developing a comprehensive national open data policy for Libya. This policy aims to address the country's challenges with data availability and standardization, thereby improving evidence-based decision-making, enhancing transparency, and strengthening public institutions. The role contributes to operationalizing open government data principles to foster social and economic value creation, aligning with global and regional digital economy and governance transformation trends. The consultant will support the General Information Authority (GIA) in Libya by suggesting a tailored policy framework.
Responsibilities
The consultant will develop a detailed draft of Libya's national open data policy. Key responsibilities include reviewing existing national digital documents, policies, and strategies; researching regional and international best practices in open data policies; identifying and engaging with national stakeholders through interviews and meetings; contributing to sectoral workshops to understand needs; preparing the policy based on gap analysis and national requirements; presenting the draft policy in a national workshop; and updating the proposal based on feedback from ESCWA and GIA. The consultant must also ensure gender-sensitive language and consider youth dimensions in the policy development.
Work Experience
A minimum of 5 years of professional experience and research in digital technologies is required. Previous experience with research papers, digital plan development, and specifically with open data policies and frameworks is desirable.
