Organizational Context

The Economic Commission for Latin America and the Caribbean (ECLAC), a regional commission of the UN Secretariat, is based in Mexico City. This role supports ECLAC's mandate on subregional integration and economic development, specifically within Central America, responding to a technical assistance request from the pro tempore presidency of SICA.

Job Purpose

This consultancy aims to produce a comprehensive study on the current economic situation and future prospects for economic and social development in Central American countries. The findings will enable ECLAC to formulate regional priorities, forming the basis for a strategic, politically viable agenda to reactivate regional integration in the short and medium term. This initiative directly addresses the "development traps" of low growth, high inequality, and weak institutional capacity, offering robust empirical analysis to support decision-making for designing and implementing regional development agendas and plans for SICA member states.

Responsibilities

The consultant will develop a research protocol, including objectives, methodology, and a work plan. Key activities involve compiling and analyzing current and recent socioeconomic data for Central American countries and the region. The core output is a study detailing the economic and social development status and outlook, including a prospective analysis. This will culminate in a proposal of strategic and viable regional priorities for integration. The consultant will also organize a workshop to present findings and incorporate feedback, ensuring timely delivery of all required deliverables.

Work Experience

A minimum of 7 years of relevant professional experience is required, specifically in areas related to Central American regional integration or similar fields. Experience in analyzing socioeconomic data and contributing to strategic development planning is crucial.
