The UN Secretariat's Economic and Social Commission for Western Asia (ESCWA) is seeking a consultant to assist in developing Libya's national digital identity policy. This role supports ESCWA's technical assistance to the General Information Authority (GIA) in Libya, aiming to advance the country's digital transformation agenda and improve governance and service delivery.
Job Purpose
This consultancy aims to provide advisory services to the ESCWA team in developing a comprehensive national digital identity policy for Libya. The purpose is to leverage digital identity (e-ID) as a foundational enabler for sustainable development, enhancing access to services, rights, and economic participation. The role will contribute to strengthening trust, improving interoperability of government services, and addressing data protection and digital governance gaps in Libya, aligning with SDG 16.9 and accelerating digital economies and public sector efficiency.
Responsibilities
The consultant will propose a detailed digital identity policy to ESCWA. Key tasks include reviewing Libya's national digital documents, existing policies, and strategies related to digital transformation. The consultant will research regional and international best practices in digital identity frameworks, identify national stakeholders, and conduct interviews and meetings. Responsibilities also involve contributing to sectoral workshops, preparing the policy based on best practices and gap analysis, presenting the draft policy in a national workshop, and updating it based on feedback from ESCWA and GIA. The consultant must ensure gender-sensitive language and consider youth dimensions in the work.
Work Experience
A minimum of 5 years of professional experience and research in digital technologies is required. Previous experience in delivering research papers and developing digital identity plans is desirable.
Skills
Fluency in written and spoken Arabic and English is required. Experience in digital technologies, research paper delivery, and digital identity plan development is desirable.
