Organizational Context
The Parliamentary Observatory on Climate Change and Just Transition (OPCC), housed within the UN Secretariat's Economic Commission for Latin America and the Caribbean (ECLAC), aims to enhance parliamentary engagement and knowledge dissemination on climate change and just transition. It brings together parliamentarians from over 14 Latin American and Caribbean countries to foster cooperation and strengthen regional legislation.
Job Purpose
This consultancy provides specialized communication assistance to bolster the visibility and outreach of the OPCC. The role focuses on strengthening communication and knowledge-sharing across the network, increasing the reach of its initiatives and products, and fostering engagement among parliamentarians, staff, and stakeholders. The objective is to promote the dissemination of knowledge, legislative developments, and parliamentary experiences related to climate change, just transition, and green and inclusive productive development within Latin America and the Caribbean, ultimately supporting more ambitious and effective policy responses to regional environmental, social, and economic challenges.
Responsibilities
The consultant will provide strategic communication assistance to enhance the OPCC's visibility and engagement. Key responsibilities include developing parliamentary opinion articles (Op-Eds) by identifying opportunities, conducting interviews, and drafting/editing pieces that highlight parliamentary perspectives on climate change and just transition. The role also involves producing thematic legislative and climate updates for the OPCC network, preparing concise bulletins on relevant legislation, parliamentary initiatives, and policy developments. Additionally, the consultant will support the creation of newsletters on green and inclusive productive development, develop parliamentarian profiles and feature content showcasing leadership and contributions, and provide general support for stakeholder engagement and dissemination activities, including creating communication materials for digital and institutional use.
Work Experience
A minimum of seven years of professional experience in political journalism and/or communications strategy for parliamentarians, advocacy campaigns, and civil engagement activities is required. Experience with legislative processes in Latin America and the Caribbean, regional/international cooperation, and environmental issues in the region is highly desirable.
