Organizational Context
This position is within the Legal Team of the United Nations Verification Mission in Colombia (UNVMC), based in Bogota. The Legal Officer will report to the Senior Legal Officer, contributing to the mission's legal operations and support.
Job Purpose
The Legal Officer provides essential legal advice on a broad spectrum of international, public, private, and administrative law matters relevant to UN activities and operations. This includes interpreting and applying governing instruments, preparing legal opinions, conducting research, and analyzing legal documents. The role supports special political missions and field operations by advising on agreements, administrative issues, commercial contracts, investigations, and claims, ensuring compliance with financial and staff regulations and rules. The position also assists in servicing various UN bodies and committees, contributing to the mission's effective legal framework and operational execution.
Responsibilities
Provide and assist in providing legal advice on international, public, private, and administrative law, including interpreting UN instruments. Prepare legal opinions and advice on substantive and procedural questions related to administration, management, and operational activities. Conduct extensive legal research and analysis, preparing opinions, studies, briefs, and reports. Review legal documents to identify key issues and inconsistencies. Advise on legal matters for special political missions and field operations, including agreements, administrative issues, commercial contracts, investigations, and claims. Draft complex contracts, agreements, and other legal documents, and participate in negotiations and dispute settlements. Provide legal advice on financial and staff regulations and rules, reviewing administrative decisions. Assist in servicing diplomatic conferences, commissions, and committees. Serve on various UN boards and working groups as required.
Work Experience
A minimum of five years of progressive legal experience, including legal analysis, research, and writing, is required. Experience with UN or international organizations' operational activities, peace operations, or field operations is also required. Experience in a law firm, international organization, or governmental service dealing with international law is desirable.
