The United Nations Economic and Social Commission for Western Asia (ESCWA) is seeking a consultant to assist the General Information Authority (GIA) in Libya with developing a national blockchain policy. This role supports Libya's efforts to leverage blockchain technology for sustainable development, enhance public administration, and improve service delivery.
Job Purpose
The purpose of this consultancy is to provide expert advisory services to assist the ESCWA team in developing a comprehensive national blockchain policy for Libya. This involves analyzing Libya's digital landscape, researching international best practices, and engaging with national stakeholders to propose a policy that aligns with national priorities. The goal is to enable Libya to harness the transformative potential of blockchain for economic growth, governance, and achieving Sustainable Development Goals, while mitigating associated risks. The consultancy aims to contribute to a coherent and effective national strategy for blockchain adoption.
Responsibilities
The consultant will conduct a thorough review of Libya's existing digital policies and strategies, and research regional and international best practices in blockchain policy development. Key responsibilities include identifying and engaging with national stakeholders through interviews and meetings, contributing to sectoral workshops, and preparing a draft policy based on gap analysis and national needs. The consultant will also present the draft policy in a national workshop, capture feedback, and update the proposal based on comments from ESCWA and GIA. Attention will be paid to gender considerations and youth dimensions throughout the research process.
Work Experience
A minimum of 5 years of professional experience and research in digital technologies is required. Previous experience in delivering research papers, developing digital plans, and specifically with blockchain policies and frameworks is desirable.
Skills
Expertise in blockchain technology and policy development, research and analytical skills, stakeholder engagement, report writing, understanding of digital transformation, and knowledge of sustainable development goals. Fluency in Arabic and English.
