Organizational Context
The Economic Commission for Latin America and the Caribbean (ECLAC), part of the UN Secretariat, seeks a consultant to develop a methodological guide for integrating climate change criteria into public investment cycles across Latin America and the Caribbean. This role contributes to enhancing climate resilience in regional public finance.
Job Purpose
The purpose of this consultancy is to develop a methodological guide for incorporating climate change criteria into public investment cycles, making it applicable across National Public Investment Systems in Latin America and the Caribbean. The consultant will also prepare and implement a specific guide for Paraguay and provide policy recommendations to improve the integration of climate change considerations in public investment within the region. This work aims to strengthen the capacity of decision-makers to embed climate resilience into public spending, aligning with national climate commitments and promoting sustainable development.
Responsibilities
The consultant will review international literature on public investment, climate change, and NDC commitments, focusing on Latin American and Caribbean (LAC) experiences. They will conduct meetings with National Public Investment System (SNIP) officials in LAC countries to identify progress, lessons learned, knowledge gaps, and capacity-building needs. The consultant will identify existing gaps in integrating climate change criteria into the public investment cycle across LAC. A key responsibility is to prepare a methodological proposal and a practical guide for the inclusion of climate change criteria in public investment cycles, applicable to interested countries in the region. This includes developing a specific guide for Paraguay. The consultant will also coordinate with ECLAC and country representatives, present draft proposals for feedback, and finalize the guide.
Work Experience
A minimum of 5 years of professional experience in public finance and/or public investment is required. Additionally, at least 2 years of experience specifically in climate change-related issues is necessary. Experience with National Public Investment Systems in LAC countries is also required.
Skills
Expertise in public investment, climate change, environmental economics, public economics, and sustainable development. Knowledge of National Public Investment Systems in LAC countries. Strong analytical and research skills. Ability to develop methodological guides and policy recommendations. Proficiency in Spanish and English.
