Organizational Context
The United Nations Secretariat, specifically the Economic Commission for Latin America and the Caribbean (ECLAC), seeks to strengthen the technical capabilities of the Unit of Labor and Social Security Statistics. This role will provide technical support for processing, exploiting, and analyzing administrative records from the Social Security Bank.
Job Purpose
The purpose of this consultancy is to provide essential technical support to the Unit of Labor and Social Security Statistics (UETSS) within ECLAC. The role is crucial for enhancing the unit's capacity to process, exploit, and statistically analyze large volumes of administrative records obtained from the Social Security Bank (BPS). This involves ensuring data integrity, developing efficient data processing pipelines, and contributing to the standardization of data dictionaries. The ultimate goal is to improve the quality and usability of statistical data for policy-making and research within the region, supporting the broader mandate of ECLAC in economic and social development.
Responsibilities
The consultant will be responsible for processing, cleaning, and validating administrative records from the Social Security Bank (BPS). This includes developing and maintaining SQL or Python scripts for efficient extraction, transformation, and loading (ETL) of massive datasets. The role also involves supporting the design, updating, and standardization of variable dictionaries for unified work records (PTU) and other Ministry of Labor databases. Documentation of processes through methodological memos and procedure manuals, along with delivering well-structured scripts, is a key duty. Active participation in technical meetings with internal and external stakeholders to improve administrative records is also required.
Work Experience
A minimum of 2 years of experience is required in processing, cleaning, and integrating large volumes of administrative records. Experience with advanced SQL and programming languages like Python, R, and Stata for handling large-scale administrative data is also necessary. Familiarity with Pentaho is a plus.
