Organizational Context
The United Nations Office for Disaster Risk Reduction (UNDRR), established in 1999, serves as the UN system's focal point for coordinating disaster reduction efforts and ensuring synergies among related activities. It guides, monitors, and reports on the Sendai Framework implementation, supporting global awareness and action. This Programme Management Officer position is based in the UNDRR Bonn, Germany office, reporting to the Head of the Bonn Office.
Job Purpose
The Programme Management Officer will be responsible for developing, implementing, and evaluating assigned programmes and projects, with a focus on monitoring and analyzing their development and implementation, including UNDRR's data strategy. A key responsibility involves coordinating the development of DELTA Resilience, a system for tracking and analyzing disaster events, losses, and damages. This includes liaising with IT units to enhance system architecture and functionalities, researching and presenting information on disaster impact data applications, and coordinating policy development related to disaster losses and trends. The role also involves designing data collection tools, preparing written outputs, backstopping meetings, coordinating outreach activities, managing partnerships, conducting training, and overseeing budget-related activities. The officer will utilize AI and data visualization for data-driven planning and reporting.
Responsibilities
Develops, implements, and evaluates programmes/projects, monitoring their progress and alignment with UNDRR's data strategy. Coordinates the development and enhancement of the DELTA Resilience system for disaster loss and damage tracking, including methodologies and analytics, in collaboration with IT units. Researches and presents information on disaster impact data applications. Coordinates policy development, analyzing trends and identifying best practices in disaster losses. Designs and implements data collection tools, analyzing responses to identify issues. Prepares written outputs such as reports and studies. Provides substantive support for meetings and conferences. Initiates outreach activities, manages technical partnerships, and conducts training on DELTA Resilience and the Sendai Framework Monitor. Leads or participates in the rollout of DELTA Resilience, providing guidance and drafting mission summaries. Coordinates budget funding activities and prepares related financial reports. Collects and analyzes data using AI and visualization methods to support planning and decision-making.
Work Experience
A minimum of seven years of progressive experience in project or programme management is required. Three years of experience in disaster data analytics or disaster information management is also required, along with demonstrable experience in disaster loss assessments. Experience in disaster risk reduction, climate change adaptation, or loss and damage is desirable.
