Organizational Context
This role is within the Strategic Planning and Monitoring Unit of the Executive Office of the Secretary-General (EOSG) at the UN Secretariat. It supports the Secretary-General’s UN80 Initiative and the implementation of General Assembly resolution 80/251. The position operates within an integrated secretariat, working collaboratively across EOSG units and the wider UN system to align with the Secretary-General's vision and priorities.
Job Purpose
The Senior Programme Officer will lead and coordinate EOSG activities for the implementation of General Assembly resolution 80/251, fulfilling tasks requested by the Secretary-General and coordinating system-wide deliverables. This includes providing substantive support to the Ad Hoc Working Group on Mandate Implementation Review, preparing draft written outputs, and offering advice on UN reform processes. The role also involves supporting the UN80 Initiative through coordination, planning, and delivery across work packages, providing senior-level analytical and programme management support to leadership, and maintaining implementation plans. The officer will build partnerships, analyze mandate-related data, and ensure gender perspectives and multilingualism are integrated into outputs, while also supervising staff and consultants.
Responsibilities
Lead and coordinate EOSG activities for the implementation of General Assembly resolution 80/251 and related Secretary-General tasks. Coordinate system-wide deliverables requiring consultation. Provide substantive support to the Ad Hoc Working Group on Mandate Implementation Review, including preparing briefing materials and analytical notes. Coordinate the preparation of draft written outputs for clearance. Advise on General Assembly processes, intergovernmental working methods, mandate implementation review, and UN reform. Support the development of the mandate registry and digital tools. Enhance reporting on mandate implementation using data-driven formats. Support the UN80 Initiative through coordination, planning, and delivery. Provide senior-level substantive, analytical, and programme management support to leadership on UN80 issues. Maintain and update implementation plans, including trackers and risk logs. Coordinate options for responsibility assignment across entities. Provide support for mandate creation, implementation, and review, including system-wide results management. Build and maintain partnerships with Member States, Secretariat counterparts, and UN system entities. Lead efforts to collect, structure, and analyze qualitative and quantitative information on mandates and results. Support cross-unit and cross-pillar coordination within EOSG and with UN system partners. Monitor progress, risks, and emerging issues across work packages. Supervise, guide, and mentor staff and consultants. Ensure gender perspectives, multilingualism, and accessibility are considered in outputs.
Work Experience
A minimum of ten years of progressive experience in programme/project management, administration, intergovernmental affairs, or public policy is required. Experience supporting senior officials in a multilateral setting is essential. Experience with UN intergovernmental processes, mandate implementation/review, UN reform, and Member State consultations is desirable.
