Organizational Context
The Programme Coordinator (Head of Programme Office) is based in Bangui, Central African Republic (CAF), under the UNODC Regional Office for West and Central Africa. This role coordinates all UNODC programmes in CAF, manages office resources, and represents UNODC to the government and international community. The position also involves active participation in the UN Country Team, contributing to UN common country planning and advocating for UNODC's mandate.
Job Purpose
The Programme Coordinator is responsible for the overall implementation and direction of UNODC projects in the Central African Republic, focusing on areas such as border management, security, justice, and community policing. This includes overseeing project planning, budgeting, monitoring, and reporting, as well as leading project teams and managing resources effectively. The role involves driving resource mobilization, developing strategic direction for projects, and representing UNODC in various forums. A key aspect is building partnerships with national and international stakeholders, advocating for UNODC's mandate, and ensuring alignment with UN reforms and the Sustainable Development Goals. The incumbent also contributes to knowledge building by analyzing national needs and supporting authorities in developing responses to drug control, crime, and terrorism.
Responsibilities
Oversee the implementation and direction of UNODC projects in CAF, including those related to border management, security, justice, and community policing. Lead project teams, manage resources, and ensure compliance with UN and donor rules. Drive resource mobilization efforts and expand funding opportunities. Represent UNODC in CAF, advising on UN reforms and SDGs. Build and maintain partnerships with governments, UN agencies, donors, and civil society. Advocate for drug control and crime prevention issues. Ensure effective financial management and reporting. Promote gender mainstreaming and data-driven decision-making. Analyze national needs and support authorities in developing responses to drugs, crime, and terrorism. Manage office operations, supervise staff, and ensure staff security.
Work Experience
A minimum of seven years of progressively responsible professional experience in advisory services to governments, including in developing countries. Required experience includes drug control, crime prevention, project/programme management, resource mobilization, and liaison with national and international organizations. Experience with the UN or similar international organizations, liaising with regional bodies, and data analytics are desirable.
