The Economic and Social Commission for Asia and the Pacific (ESCAP) promotes sustainable and inclusive development and regional connectivity in the Asia-Pacific region. As a UN Secretariat arm, it provides policy research, analysis, and capacity-building assistance. The Centre for Sustainable Agricultural Mechanization (CSAM), a regional ESCAP institution, supports member states in achieving development goals through sustainable agricultural mechanization. This role is situated within CSAM, reporting to its Head.
Job Purpose
This Programme Management Officer role at the Centre for Sustainable Agricultural Mechanization (CSAM) is crucial for supporting the Centre's regional and subregional programmes and initiatives. The incumbent will be responsible for the development, implementation, and evaluation of assigned programmes and projects, ensuring substantive support and effective management. This includes monitoring project progress, analyzing relevant documents in English and Chinese, identifying and resolving issues, and liaising with key stakeholders, particularly within the host country. The role also involves conducting research, assisting in policy development, preparing various written outputs, and facilitating workshops and outreach activities. A key aspect is strengthening partnerships with government ministries, research institutions, civil society, and the private sector to mobilize resources and enhance CSAM's impact. The position requires data analysis and visualization skills to support data-driven planning and decision-making, contributing to the attainment of internationally agreed development goals, including the Sustainable Development Goals.
Responsibilities
The Programme Management Officer will participate in the development, implementation, and evaluation of programmes and projects, leading specialized teams and providing substantive support to CSAM's initiatives. Responsibilities include monitoring and analyzing programme/project development and implementation, reviewing documents in English and Chinese, identifying and resolving issues, and liaising with relevant parties, especially within the host country. The role involves performing consulting assignments, facilitating workshops, and assisting clients in developing action plans for change management. Researching, analyzing, and presenting information from diverse sources, and assisting in policy development through issue analysis and research studies are key functions. The incumbent will design data collection tools, analyze survey responses, and prepare written outputs such as background papers and reports. Strengthening partnerships with stakeholders, including government, academia, civil society, and the private sector, is essential for resource mobilization and impact enhancement. The role also includes supporting consultative meetings, conducting outreach activities, leading field missions, and coordinating budget and funding activities. Data analysis and visualization for planning and reporting are also required.
Work Experience
A minimum of five years of progressive professional experience in managing multilateral agricultural projects or programmes, including administrative functions within the UN Common System or similar international organizations, is required. Experience in managing large-scale multilateral agricultural projects with international cooperation is desirable. Experience in developing partnerships with donors and government agencies, managing programmes related to food security and agricultural mechanization, and using ERP systems are also desirable.
