Organizational Context
The Universal Postal Union (UPU), a UN specialized agency with 192 member countries, facilitates cooperation in the postal sector to ensure a universal network of services. The Postal Technology Centre Directorate (DCTP) provides IT solutions, applications, and services for domestic and international postal operations, adapting to evolving customer needs through technology.
Job Purpose
This role leads and manages the delivery of software programming, technical improvements, and support for the Postal Technology Centre Directorate (DCTP). The position involves supervising a team of software developers, overseeing system architecture design, and coordinating data analysis and reporting platforms. The purpose is to ensure the effective operation and development of IT solutions that support the UPU's mission in the postal sector, responding to changing customer needs and leveraging the latest technology. This includes managing projects, guiding development, and maintaining technical expertise to enhance the DCTP's capabilities.
Responsibilities
Lead and manage software development, technical enhancements, and support for the DCTP. Supervise and mentor a team of software developers, oversee system architecture design, and manage data analysis and reporting platforms. This includes defining strategic and operational frameworks, ensuring daily operations and project progress, conducting performance discussions, and supporting staff development. Responsibilities also encompass coordinating feasibility studies, analyzing user requirements, contributing to functional specifications for data analytics and quality of service applications, and participating in the design of software architecture. Planning involves developing project plans, estimating workloads, setting timelines, and prioritizing tasks. Development includes providing technical oversight, ensuring adherence to specifications, and facilitating knowledge sharing. The role also involves ensuring adequate documentation, participating in testing, maintaining deployed modules, and assessing new IT platforms and development tools.
Work Experience
A minimum of four years of progressively responsible experience in software development is required. This must include hands-on experience in leading or coordinating technical teams or projects. Experience with IT networking, operations, security, and user account management is also necessary.
