INFORMATION SYSTEMS OFFICER (Temporary Job Opening)
Organizational Context
This position is within the Automated System for Customs Data (ASYCUDA) Programme, part of the Division on Technology and Logistics (DTL) at the United Nations Conference on Trade and Development (UNCTAD). Located in Amman, Jordan, the Information Systems Officer reports to the ASYCUDA Regional Coordinator for the Arab Countries, Democratic Republic of the Congo (DRC), and Haiti Region.
Job Purpose
The Information Systems Officer will provide crucial technical assistance and support to National Customs Services (NCS) and National Project Teams (NPT). This role involves managing projects from feasibility studies through to implementation of moderately complex systems, and contributing to larger development teams. The officer will develop detailed system specifications, user documentation, and specialized advice for customs digitalization initiatives. Key responsibilities include maintaining and upgrading existing ASYCUDA systems, troubleshooting issues, and ensuring the effective performance of assigned systems. The role also encompasses developing and maintaining proprietary ASYCUDA programs, managing data security, conducting system testing, and developing training materials and disaster recovery plans.
Responsibilities
The Information Systems Officer is responsible for providing technical assistance and support to National Customs Services (NCS) and National Project Teams (NPT). This includes managing projects encompassing feasibility studies, systems analysis, design, development, and implementation of moderately complex systems, or contributing to larger development teams. The role involves developing detailed system specifications and user documentation for ASYCUDA systems. The officer will offer specialized advice, analyze user requirements, and translate them into new applications, while also addressing system integration and linkage issues. Responsibilities extend to maintaining, upgrading, and enhancing existing ASYCUDA user systems, troubleshooting problems, and providing ongoing user support. Furthermore, the role includes developing and maintaining ASYCUDA proprietary programs, ensuring data security, performing system testing, creating training materials and user manuals, and developing disaster recovery plans. Guidance and supervision of junior staff may also be required.
Work Experience
A minimum of five years of progressive experience in planning, design, development, implementation, and maintenance of computer information systems is required. Relevant experience in customs digitalization, system deployment, development, and support is essential. Desirable experience includes prototyping and implementing complex customs IT systems, organizing and delivering training, working in an international environment, and technical ICT programming with Java, Linux, and Oracle.
