Job Purpose
The incumbent will coordinate, supervise, and manage activities, studies, and human resources related to Postal Policy and Regulation, Congress, and Council of Administration (CA) matters. This role involves representing the organization externally, providing secretariat functions to UPU bodies, and leading the organization and coordination of Congress and CA secretariat activities. The purpose is to formulate postal policy guidelines and strategies aligned with UPU's objectives, offer expert advice on complex issues, and ensure the effective provision and access to universal postal services globally. The role also entails managing resources, building partnerships, and reporting on program activities and outcomes to member countries and stakeholders.
Responsibilities
The role involves leading and coordinating the formulation of postal policy guidelines and strategies, providing authoritative advice to management and other directorates on policy, regulation, Congress, and CA matters. Key duties include initiating, planning, and supervising programs and activities, making administrative and operational decisions, and representing the organization at external and internal meetings. The incumbent will oversee the development, implementation, monitoring, and evaluation of policy advice and recommendations concerning universal postal services, domestic postal policy reform, and international trade issues. This includes conducting studies, organizing forums, developing best practice toolkits, and providing technical assistance to member countries. Additionally, the role encompasses managing the secretariat for Congresses and the Council of Administration, ensuring the quality of documents, coordinating meetings, and liaising with internal and external stakeholders. Resource management, team leadership, and representation at external events are also core responsibilities.
Work Experience
A minimum of 10 years of relevant experience is required with an advanced university degree. With a first-level university degree, at least 12 years of international experience in two or more of the areas covered by the position are necessary.
