Organizational Context
This position is within the Human Resources Section of the Registry at the International Residual Mechanism for Criminal Tribunals (IRMCT) in The Hague, Netherlands. The role operates under the overall supervision of the Chief of Human Resources Section, contributing to the effective functioning of HR services within the organization.
Job Purpose
The Human Resources Officer provides comprehensive advice and support to managers and staff on a wide range of human resources matters. This includes managing recruitment and placement processes, administering entitlements and benefits, and developing staff development and career support programs. The role involves preparing reports, leading HR projects, and staying current with HR developments. Additionally, the officer advises staff on rights and responsibilities, assists with policy development, and utilizes data analysis and visualization to support planning and decision-making, ensuring the highest standards of HR service delivery.
Responsibilities
Key responsibilities include providing expert advice and support to managers and staff on HR-related issues, and preparing special reports or leading HR projects. The role involves managing the full recruitment and placement cycle, from identifying vacancies and preparing announcements to shortlisting candidates, conducting interviews, and monitoring activities. It also includes supervising HR Assistants in administrative transactions. Furthermore, the officer administers and advises on salary, benefits, travel, and social security entitlements, reviews policies, and recommends changes. Responsibilities extend to identifying staff development needs, designing and implementing programs, and providing performance management advice. The role also involves counseling staff, preparing policy papers, and analyzing data for insights and reporting.
Work Experience
A minimum of five years of progressive experience in human resources management and administration is required. Experience in administering entitlements and benefits using ERP systems (e.g., Umoja/SAP) and supervising a team is also required. Experience with international criminal tribunals and at least two years in data analytics are desirable.
Skills
Professionalism in HR policies and practices, ability to analyze data, teamwork, and client orientation are essential. Specific skills include knowledge of HR policies, ability to identify issues and formulate recommendations, effective communication, collaboration, and a client-focused approach.
