Public Finance Management Expert - Timor Leste
Organizational Context
The United Nations Office for Disaster Risk Reduction (UNDRR) is the UN system's focal point for coordinating disaster reduction efforts and ensuring synergies. It guides, monitors, and reports on the Sendai Framework, catalyzing global awareness and action. The International Recovery Platform (IRP), coordinated by UNDRR, strengthens national capacities for resilient recovery, rehabilitation, and reconstruction, supporting Sendai Framework Priority 4.
Job Purpose
This consultancy aims to strengthen public financial management (PFM) systems for resilient recovery in Timor Leste, aligning with UNDRR's work program and the Sendai Framework. The role will involve analyzing and assessing PFM for recovery, developing a financial preparedness plan, and linking these efforts to national recovery readiness initiatives. The consultant will provide technical support to government entities, ensuring that PFM strategies are gender-responsive and inclusive. The ultimate goal is to enhance Timor Leste's capacity to "build back better" after disasters, addressing challenges identified in the Midterm Review of the Sendai Framework, such as insufficient national capacities and lack of financing.
Responsibilities
The consultant will review relevant PFM documents and apply UNDRR's assessment guide to evaluate Timor Leste's PFM for recovery, considering gender and inclusivity. A stakeholder engagement plan will be developed and executed through interviews with key officials from the Ministry of Finance, disaster management, public investments, and line ministries. Initial PFM assessment findings and recommendations will be drafted, forming the basis for a financial preparedness plan and feeding into the national Recovery Readiness Assessment and Roadmap. A presentation will be prepared for validation and capacity building. The consultant will also support the organization of a validation and capacity building workshop, including agenda development and material preparation. Finally, the PFM assessment and financial preparedness plan will be updated based on workshop feedback.
Work Experience
A minimum of five years of relevant experience in public finance, disaster recovery, public sector coordination, or disaster risk management is required. Experience in national finance systems with strong communication and analytical skills is necessary. Research experience in disaster risk reduction topics is desirable.
