Organizational Context
The United Nations Environment Programme (UNEP) hosts the CITES Secretariat, which administers an international agreement to ensure trade in wild fauna and flora does not threaten species survival. This consultancy supports the CITES Secretariat's work on developing and finalizing online enforcement training modules for CITES Parties and their enforcement authorities.
Job Purpose
This consultancy aims to deliver 15 high-quality, effective, and accessible online enforcement training modules. These modules will be processed into interactive online training materials to strengthen the capacity of CITES Parties and their enforcement authorities in combating wildlife crime. The role involves reviewing, developing, and finalizing existing and new training content, ensuring its relevance and applicability to CITES objectives and the challenges faced by enforcement agencies. The ultimate goal is to enhance the effectiveness of international efforts against illegal wildlife trade through improved training resources.
Responsibilities
Consolidate and streamline 14 existing draft online enforcement training modules, initiating final consultations with experts and Parties. Develop, review, and finalize one new training module focused on "Detecting and identifying fraudulent permits." Consolidate feedback from experts and Parties, revising and updating all training modules in consultation with the CITES Secretariat and ICCWC partner agencies. Submit final draft versions for review and finalize all 15 online courses, incorporating final feedback. Ultimately, submit all 15 finalized online enforcement training modules for processing into interactive online training materials.
Work Experience
At least ten years of relevant work experience in law enforcement or law enforcement training, with a strong background in crime prevention and control. Specific experience related to wildlife crime is required. Specialized knowledge in e-learning development and instructional design is essential for reviewing, finalizing, and converting training modules.
