Customs Functional Analyst

Organizational Context

The United Nations Secretariat, specifically the United Nations Conference on Trade and Development (UNCTAD), seeks a consultant to support the ASYCUDA program. This role will contribute to mapping ASYCUDAWorld and its new digital platform to regional requirements, operating remotely from home.

Job Purpose

The primary purpose of this consultancy is to provide functional expertise for the ASYCUDAWorld and new digital platform, ensuring efficient mapping to regional requirements within the Eastern Europe and Central Asia (CEECA) region. The consultant will play a key role in testing, piloting, and refining system functionalities, contributing to improved customs processes and data exchange. This involves developing test scenarios, recommending improvements for risk management and reporting modules, and conducting advanced training for government officials and brokers. The role directly supports the UNCTAD ASYCUDA Regional Coordinator in enhancing the digital trade facilitation infrastructure.

Responsibilities

Provide functional advice for testing and piloting new ASYCUDA components and the digital platform in the CEECA region. Prepare user acceptance test scenarios for key functions. Offer recommendations for fine-tuning functionalities, including risk management and other modules. Conduct functional analysis of inter-agency data exchange and reporting/statistics indicators. Deliver advanced functional training to governmental officials and brokers. Submit regular inputs for project status reports and updates.

Work Experience

A minimum of 7 years of work experience in the trade, investment, or customs sector is required. Experience within a customs administration, revenue authority, trade support institution, or international organization is advantageous. A combination of IT and customs experience is a strong asset.
