The United Nations Environment Programme (UNEP) is the leading global environmental authority, setting the environmental agenda and promoting sustainable development. This consultancy is within UNEP’s Climate Change Division, Africa team, focusing on Global Environment Facility (GEF) mitigation projects. The role supports the oversight and adherence to GEF guidelines for projects in Africa.
Job Purpose
This consultancy requires an individual to conduct terminal reviews for two GEF e-mobility projects: one in Côte d’Ivoire and another in Togo. The consultant will be responsible for leading the entire review process, from inception to final report submission. This includes designing the review framework, collecting and analyzing data through desk reviews and interviews, and producing comprehensive terminal review reports. The purpose is to ensure these projects meet GEF and UNEP standards and to provide valuable insights for future environmental initiatives. The role contributes to UNEP's mandate of promoting sustainable development and advocating for the global environment.
Responsibilities
The consultant will lead the terminal review process for two GEF e-mobility projects, reporting to UNEP's Global Funds Mitigation and Transparency Section. Key responsibilities include conducting an inception phase with desk reviews, drafting a reconstructed Theory of Change, preparing the review framework, and developing interview and survey protocols. The consultant will coordinate data collection and analysis, including conducting in-depth interviews with stakeholders and reporting progress. The role also involves coordinating the reporting phase, preparing presentations on findings, drafting main terminal review reports adhering to UNEP guidelines, and managing feedback and revisions. Additionally, the consultant will manage internal and external relations, ensuring a participatory yet independent review process and timely communication with UNEP.
Work Experience
A minimum of 2 years of experience in evaluating and monitoring development projects in developing countries is required. Experience working with national governments in Africa or developing countries is also necessary. Experience with technical aspects of environmental or climate change development projects in Africa is desirable.
Skills
Project evaluation and monitoring, data collection and analysis, report writing, stakeholder engagement, knowledge of GEF and UNEP guidelines, fluency in English and French.
