Organizational Context
The United Nations Environment Programme (UNEP), a leading global environmental authority, seeks a consultant for terminal reviews of two projects: "Building and strengthening Burundi’s national capacity to implement the transparency elements of the Paris Agreement" and "Capacity-building for transparency in NDC implementation in Cameroon." This consultancy is within UNEP’s Climate Change Division, Africa team, and will be home-based.
Job Purpose
This consultancy aims to conduct comprehensive terminal reviews for two UNEP-managed projects focused on climate change transparency in Burundi and Cameroon. The consultant will be responsible for leading the entire review process, from inception to final report delivery, ensuring adherence to GEF and UNEP policies and guidelines. The purpose is to evaluate the projects' effectiveness, efficiency, relevance, and sustainability, providing valuable insights and recommendations for future initiatives. The role contributes to UNEP's oversight of GEF-funded climate change mitigation projects in Africa and supports the global environmental agenda by assessing the impact of capacity-building efforts.
Responsibilities
The consultant will lead the terminal review process for the CBIT Burundi and CBIT Cameroon projects. This includes undertaking the inception phase, involving desk reviews, drafting the Theory of Change, preparing the review framework, developing protocols for desk reviews and interviews, and planning the schedule. The consultant will coordinate the data collection and analysis phase, conducting in-depth interviews with stakeholders and reporting progress regularly. The reporting phase involves preparing presentations of preliminary findings, drafting main terminal review reports consistent with UNEP guidelines, and liaising with the UNEP section on comments. Additionally, the consultant will manage internal and external relations, ensuring a participatory yet independent review process and communicating any issues requiring UNEP's attention.
Work Experience
A minimum of two years of experience in the evaluation and monitoring of development projects in developing countries is required. Experience working with national governments in Africa or developing countries is also necessary. Experience with the technical aspects of environmental or climate change development projects in Africa is desirable.
Skills
Project evaluation and monitoring, data collection and analysis, report writing, stakeholder engagement, understanding of Paris Agreement transparency elements, experience with GEF and UNEP policies, fluency in English and French.
